General Assembly

It is the organ of expression of the will of the associates. It is convened at least once a year.

Board of Directors

It is made up of a president, a vice-president and ten members. Its mission is to carry out the resolutions of the Assembly.

Board of Directors

He holds a degree in Civil Engineering from the UPM and an MBA in Business Administration from the I.E. of Madrid. He also holds a Diploma in Public Investments from INAP.

Throughout his professional life he has held the General Directorates of: Roads and Infrastructures, Environmental Assessment, Urban Planning and Territorial Strategy in the Autonomous Community of Madrid, and of Environmental Quality and Assessment, and of Coasts in the Ministry of Environment of the AGE. He has also been Director of CEDEX (Centro de Estudios y Experimentación de Obras Públicas) Ministry of Transport, Mobility and Urban Agenda.

Currently and since 2020 he is President of both the Institute of Engineering of Spain and the Association of Civil Engineering.

He holds a degree in Civil Engineering from UPM and a Senior Management Program (PADE) from IESE Business School in 2003.

He began his professional career at Dragados in 1984 and is currently the Director of Civil Works, a position he has held since 2021. In addition, since 2020 he has been Vice President of both the Civil Engineering Association of Civil Engineers and the Association of Civil Engineers.

Previously, he has held the following responsibilities at Dragados:

  • Director of North America (USA and Canada) based in New York (2014 – 2016).
  • Director of Europe, based in London (2011 – 2014).
  • Director of Spain (2010 – 2011)
  • Director of Civil Works (2002 – 2010)
  • Madrid Regional Director (1998 – 2002)
  • Manager Castilla – La Mancha (1995 – 1998)
  • Site Manager for several projects (1984 – 1995)

Civil Engineer. Promotion 1989. He holds an International Executive MBA from ESCP Business School.

He has solid experience as a senior executive and extensive knowledge of infrastructure in the international arena. He was the Business Development Director of PACADAR S.A., a company where the OHLA Group developed the global expansion strategy, marketing and business intelligence, communication, commercial area and contracting in Spain and internationally.

He has been founder and CEO of AMGlobal Ingeniería y Construcción, S.A., a company focused on the management and construction of infrastructure, concessions, oil & gas, energy and T&D projects. In ASSIGNIA INFRAESTRUCTURAS he was International General Manager, and in ACS, he worked in the Direction of Building Projects. In his early years, he was Technical Director of Nitor Asesores S.A. and Head of the Technical Office at Agroman.

Since 2022 he has been the Secretary General of both the Spanish Association of Civil Engineers and the College of Civil Engineers.

Civil Engineer with a dual degree from École des Ponts ParisTech and UPM (Technical University of Madrid), graduated in 2009.

With a notable international career, the early years of professional experience were dedicated to MTC, a German consulting firm specialized in tunneling projects with tunnel boring machines. This led to a professional journey in France, Germany, Mexico, Brazil, and Australia. Since 2020, he is member of the Hyperpolyglot International Association (HYPIA).

Since 2017, he embarked on a career in management as a residential projects developer in the Riviera Maya, Mexico.

He contributed to the profession by representing the College of Civil Engineers in Brazil and serving as a member of the International Commission. Since 2022, he holds the position of Deputy – Secretary General at the Spanish Association of Civil Engineers.

Civil Engineer by the UPM. Promotion 1979.

He is currently working as a consultant for several engineering and construction companies. Previously, he has been a specialist in hydraulic works, mainly dams and canals, passing through all the responsibilities of engineering companies of international scope and holding the General Management of PROINTEC between 2012 and 2019, ACCIONA INGENIERIA (merger Iberinsa / AEPO) between 2010 and 2012 and IBERINSA between 2000 and 2010.

In the development of his professional activity, he has been a member of several Professional Associations such as:

  • Member of the Board of Directors of the SOCIEDAD ESPAÑOLA DE PRESAS Y EMBALSES between 2002 and 2010.
  • Member of the Board of Directors of Tecniberia during the period 2000 – 2002.
  • Trustee of the FUNDACION INGENIERIA Y SOSTENIBILIDAD in the period 2004-2016.

He has maintained an important activity in the Colegio de Ingenieros de Caminos, Canales y Puertos, having been a member of the Governing Board of the National Association between 2008 and 2012 and member of the Governing Board of the Demarcation of Madrid between 2006 and 2018.

She is a Civil Engineer from the Technical University of Madrid (UPM), graduating in 1986, and has been a member of the Corps of Civil Engineers of the State since 1997. 

Before joining the Administration, she worked for eleven years in the private sector on structural projects. Currently, she serves as the Head of the Structures Area at the Directorate General of Highways of the Ministry of Transport and Sustainable Mobility, a position she has held since 2008. She joined the Minister of Development’s office as a Technical Advisor during the XII Legislature (2016-2018).

Her professional activity is linked to the design, construction, and maintenance of bridges in the State road network. In the field of structural regulations, her notable contributions include the drafting of various instructions and technical codes governing the design and construction of structures in Spain. It is also worth mentioning her role as the Spanish representative in the development of the Eurocodes, European standards for structural design, prepared within the European Committee for Standardization under the mandate of the European Commission.

Between 2008 and 2014, she served as a member of the Council of the Spanish Association of Structural Engineering (ACHE), and since 2016, she has been a member of the Board of Directors of the Association of Civil Engineers.

Civil Engineer from the Technical University of Madrid (UPM).

He has practically dedicated his entire professional career to the field of the State Highways Division in Eastern Andalusia (belonging to the Directorate General of Highways, General Secretariat for Transportation, Secretariat of State for Transportation and Sustainable Mobility of the Ministry of Transportation and Sustainable Mobility).

He served as the Head of the State Highways Division in Eastern Andalusia from March 1, 2009, to May 24, 2012, and from October 1, 2018, to March 1, 2023.

He has been involved in the transformation of the State Highways Network in Eastern Andalusia since 1991, overseeing informative studies, alignment projects, construction projects, and the construction of new highway sections. He has also actively participated in its conservation and operation, primarily during his tenure as Head of the Division.

He has practiced as a freelance professional, worked as an associate professor at the University of Granada, been a member of the Board of Directors of the College of Civil Engineers in Eastern Andalusia, and has served as a board member of the Association of Civil Engineers since January 2020.

Civil Engineer from the Technical University of Madrid (UPM), graduating in 1993. Belonging to the Corps Civil Engineers of the State since 1997.

The majority of her professional career has been within the Directorate General of Roads, where she has held various positions, including Deputy Director General of Conservation and Operation of Roads and Technical Director. Currently, she serves as Inspector in the Subdirectorate General of Quality Control and Technical Inspection at the Ministry of Transport and Sustainable Mobility. In her role, she oversees activities carried out by the Directorate General of Roads and other companies within the group, such as ADIF, AENA, or Ports of the State.

She holds the position of President of Committee 159 at UNE: Intelligent Transportation Systems, Vice President of ITS-Spain, and First Vice President of the Association of Tunnels and Underground Works (AETOS). Between 2018 and 2023, she served as President of the Technical Association of Roads. Previously, she hold positions such as Deputy Deputy Director of Financial Administration at the Ministry of Health, Social Services and Equality, and Chief of Service in the Tajo and Ebro River Basin Authorities.

She has received the Bronze category Medal for Road Safety Merit from the Directorate General of Traffic in 2018, the Medal of Honor of the Road with special mention in 2019, the Woman and Traffic Management Award 2021 from the Association of Traffic Engineers, and the Professional Trajectory Award 2022 from ASEFMA.

 Additionally, she serves as a mentor in the “Woman and Engineering” program of the Royal Academy of Engineering.

Civil Engineer by the UPM. Promotion 1979). PhD (U. London, 1986), University Professor (ETSI Caminos, Canales y Puertos UPM, 1993). Director of the Department of Mechanics of M.C. and Structural Theory since 2020, President UNE CTN-140 Eurocodes, main speaker IAPF-2007 actions in bridges, member of the drafting team of Eurocodes EN_1990-A2 and EN_1991-2 (criteria and actions in bridges).

Head of the Master’s Degree in Structural Engineering (ETSI Caminos, Canales y Puerto UPM). 71 research projects developed, of which 23 in public competitive calls. 13 doctoral theses supervised, 30 research articles in JCR indexed journals, 1382 citations, index H 22.

Doctor in Civil Engineering, Channels, and Ports; and Master in Business Administration.

Currently serving as the Director of the Engineering and Architecture Department at the Polytechnic School of Alfonso X el Sabio University (UAX), and working as a consultant in Transportation Infrastructure and Environment at the company sam-ro consultancy & engineering.

With over 20 years of experience, has worked in leading companies specializing in studies, projects, construction, and maintenance of roads and railways. Throughout the career, has consistently combined professional activities with teaching and university research in the field of civil engineering.

The individual has authored numerous works, presentations, and national and international publications covering various topics related to civil engineering and environmental sustainability. These include geotechnics, road surfaces and pavements, environmental strategies, life cycle analysis, greenhouse gas emissions, carbon footprint, circular economy, digital transformation, etc.

Actively involved in professional associations such as the College of Civil Engineers, Channels, and Ports (CICCP), the Spanish Road Association (Medal of Honor in 2017 and member of the Board of Directors), the Technical Road Association (Member of the Pavements and Geotechnics Committees), the Spanish Railway Technological Platform (Materials and Platform), the Spanish Association of Asphalt Mix Manufacturers (Technical and Environmental Committee), and the National Technical Association for Soil Stabilization and Pavement Recycling (Technical Advisor).

PhD in Civil Engineering from the UPM. She is Professor of the Area of Urban and Territorial Planning of the Department of Transport Engineering, Territory and Urban Planning of the ETSI Caminos, Canales y Puertos of the UPM.

She is Director of the Transportation Research Center (TRANSYT) of the UPM. His lines of research are: Environmental Assessment of Plans and Projects. Sustainability assessment. Smart cities. Infrastructure and landscape. Sustainable mobility.

She has been General Director of the EOI and Director of the Environmental Management Area of the EOI (1992-2005) where she created and directed Masters and Specialization Courses in Environment: Master in: Environmental Engineering and Management, in Renewable Energies, in Environmental Engineering, Water Management, in Legal, Economic and Social Organization of the Environment, in Sustainability, etc.

He has directed and collaborated in Urban Plans, reports, urban, environmental and sustainability studies, as well as in the Environmental Assessment of Infrastructures, Smart cities and sustainable mobility.

He has given classes and guest lectures in Spain, Italy, Portugal, Greece and America and has participated in numerous conferences on various topics related to transportation, urban planning and territory, environment, industry and sustainability. He has numerous publications and articles in these fields.

Civil Engineer by the UPM. Master’s Degree in International Strategic Management and Postgraduate Specialist in Management.

She works as Head of the Construction Area at the High Speed Railway Infrastructure Administrator (ADIF AV) within the High Speed Railway Axle Construction Department and in the West Construction Subdirectorate. Always linked to the construction and manufacture of materials for the new high-speed railways, it has its own patent assigned to ADIF called Track Fastening Testing Device.

She has participated as Construction Manager in the construction of the main Spanish axes, such as Segovia-Valladolid, Madrid-Valencia, Orense-Santiago, Albacete-Alicante, or currently Madrid-Extremadura-Portuguese Border, in which she also develops actions such as the Remodeling of Railway Stations, the renovation of several sections of the Conventional network and/or the removal of level crossings.

She has given lectures and courses related to Logistics and Track Assembly on ballast in High Speed Lines at the School of Civil Engineers of Castilla La Mancha (Ciudad Real) and at the School of Technical Engineers of Public Works of Cáceres.

She is also a member of the Board of Directors of the College of Civil Engineers, where he also chairs the Technical Committee on Transport and Mobility. He is also a member of the Board of Directors of the Spanish Transport Association.

PhD in Civil Engineering with international mention from the Universidad Politécnica de Madrid (UPM) and ICCP from the UPM. Specialized through the Master in management and integral management of real estate and construction companies of the UNED and the Master in civil engineering systems of the School of ICCP (UPM).

She has more than 10 years of experience in integrated water management. She has been working at Canal de Isabel II, in the Sierra Norte Conservation Area since 2019. Previously, in the Technical Area of Ente Canal de Isabel II (2017-2019), in the R&D&I Sub-Directorate of Canal de Isabel II (2015-2017), in the Department of Civil Engineering: Hydraulics, Energy and Environment of the Technical School of the School of ICCP (UPM) (2010-2015) and in the School of Civil Engineering of the Technological University of Panama (2013).

She was also a member of the Association from 2016 to 2020 and is currently a member of the Board of Governors of the College of Civil Engineers. She has been a member of the Governing Board of the Madrid Demarcation of the College of Civil Engineers (2014-2018) and Councilor of the College of Civil Engineers (2012-2016 and 2016-2020).

She has spent more than 25 years of his professional life in construction companies. She started at ACS and DRAGADOS working in on-site production, technical office, quality, environment and planning. Since 2007, she has been responsible for National Contracting at CYOPSA-SISOCIA, S.A., as Technical Director and Head of the Commercial Department of the Real Estate Department. Experience in civil works and construction processes in urbanization, hydraulic works, roads, tunnels, airports and building.

She was Territorial Councilor, for Madrid, of the General Council of the CICCP from 2008 to 2015, Member of the Demarcation of Madrid of the College of CCyP from 2010 to 2017.

She is also a member of the Board of Directors of the College of Civil Engineers.

Youth Committee

The Association has a committee specifically dedicated to young people, whose objective is to organize seminars and activities that translate into value propositions for their interests.

This Committee was created in February 2021.
